A presentation-only queue MANAGER for a collection of files/jobs — priority lanes, concurrency-slot occupancy, blocked-item explanation, queue-level progress, per-item reorder + priority, and pause-all/resume-all/retry-failed/clear-completed. Distinct from File Upload Pipeline; never uploads internally.
